I don't know anything about peer review in science. But in arts and humanities it's also required. However one problem is, that because peer reviews aren't paid or even named, reviewing comes from a rather narrow group of people who can afford to work for free. This cuts out many area specialists, esp. younger or more diverse potential reviewers. This might not make a difference for many publications, but it's not negligible.
